Audwin Samuel’s 2025 Plan for A Better Beaumont

Candidate for Beaumont City Council At-Large

My name is Councilman Audwin Samuel, and for more than 30 years, I’ve had the honor of serving the people of Beaumont with purpose, humility, and a commitment rooted in faith and experience. Beaumont has been my home for over six decades — it’s where I built my career, raised my family, and found my calling in public service.

Throughout my time as a School Board Trustee, City Councilman for Ward 3, and Mayor Pro-Tem, I’ve always believed that leadership is about more than titles — it’s about service. It’s about showing up, standing firm, and doing the work that builds a city where every person can live, work, and thrive.

I’ve seen firsthand the challenges we face. I’ve also seen the progress we’ve made — in our neighborhoods, in our infrastructure, and in the way our community comes together when it matters most. But there is more work to do. And we cannot afford to disrupt that momentum.

That’s why I’m running for City Council At-Large — to help finish what we’ve started, to protect the progress we’ve made, and to push for the kind of investments that make life better for everyone in Beaumont.


Each of the following is a building block to A Better Beaumont. I understand how they work together, and I’m ready to continue the work — with you — to see it through.

1. Streets & Drainage: Laying the Groundwork for Progress

Well-maintained streets and proper drainage are not luxuries — they are necessities for any growing city.
Councilman Samuel's plan focuses on:

  • Smoother Streets: Resurfacing and rehabilitating roads throughout Beaumont to ensure a safer, more comfortable commute for families, school buses, and businesses.
  • Efficient Drainage Systems: Improving stormwater runoff by maintaining and expanding the city’s outfall systems to prevent neighborhood flooding.
  • Smart Planning: Aligning future road and drainage projects with long-term development needs to prevent costly repairs and disruptions.

2. Water & Sewer: Clean, Reliable, and Essential

Every household and business deserves access to safe, clean water and reliable sewer systems. Councilman Samuel’s plan includes:

  • Clean Water In, Wastewater Out: Prioritizing upgrades to both water and wastewater infrastructure to meet today’s standards and tomorrow’s needs.
  • Recycling & Sanitation: Ensuring that water systems are environmentally sustainable and able to support future growth.
  • Neighborhood Equity: Making sure that all areas of Beaumont — from North to South, East to West — receive equal attention in infrastructure maintenance and modernization.

3. Public Safety: Real Safety Starts with Real Partnership

Public safety is more than just a presence — it’s a partnership between the community and law enforcement. Councilman Samuel’s 2025 plan strengthens this partnership by:

  • Community-Based Policing: Expanding programs that allow officers to build trust with residents and create safer neighborhoods.
  • Real-Time Crime Center: Supporting the integration of city-wide surveillance systems, including residential doorbell and business cameras, into one smart network for faster, more effective crime response.
  • Collaborative Agencies: Continuing partnerships with BISD and the Jefferson County Sheriff's Department to protect and serve our youth and our neighborhoods.

4. Economic Development: A City that Grows Together

A stronger Beaumont starts with a stronger economy — one that creates jobs, attracts families, and helps businesses flourish. Councilman Samuel's vision includes:

  • Smart Growth: Investing in infrastructure that supports business growth and attracts families looking for a better quality of life.
  • Population Growth Through Opportunity: Focusing on livability, affordability, and job creation to make Beaumont a place people want to move to — and stay in.
  • Public-Private Partnerships: Working alongside local businesses, nonprofits, and educational institutions like BISD to expand access to workforce development and entrepreneurship.
